The Conservation Multiplier

Every government that controls an exhaustible resource must decide whether to exploit it or to conserve and thereby let the subsequent government decide whether to exploit or conserve. This paper develops a positive theory of this situation and shows when a small change in parameter values has a multiplier effect on exploitation. The multiplier strengthens the influence of a lobby paying for exploitation, and of a donor compensating for conservation. A successful donor pays every period for each unit; a successful lobby pays once. This asymmetry causes inefficient exploitation. A normative analysis uncovers when compensations are optimally offered to the party in power, to the general public, or to the lobby.

Recent years have seen increasing concern that artificial intelligence may soon pose an existential risk to humanity. One leading ground for concern is that artificial agents may be power-seeking, aiming to acquire power and in the process disempowering humanity. A range of power-seeking theorems seek to give formal articulation to the idea that artificial agents are likely to be power-seeking. I argue that leading theorems face five challenges, then draw lessons from this result.

Society relies on expert warnings about large-scale risks like pandemics and natural disasters. Across ten studies (N = 5,342), we demonstrate people’s reluctance to warn about unlikely but large-scale risks because they are concerned about being blamed for being wrong. In particular, warners anticipate that if the risk doesn’t occur, they will be perceived as overly alarmist and responsible for wasting societal resources. We randomized 5,243 Americans in poverty to receive a one-time unconditional cash transfer (UCT) of $2,000 (two months’ worth of total household income for the median participant), $500 (half a month’s income), or nothing. We measured the effects of the UCTs on participants’ financial well-being, psychological well-being, cognitive capacity, and physical health through surveys administered one week, six weeks, and 15 weeks later.
